Adopted Infrastructure Charges Resolution (AICR)
Note: On 1 July 2015 the AICR was superseded by the Council of the City of Gold Coast Charges Resolution No 1 of 2015 (Charges Resolution). However, details of the AICR charging regime and its various versions are provided below for the information of applicants who were issued infrastructure charges notices under the AICR.
The AICR is the infrastructure charging regime that applies to developments approved within the City of Gold Coast between 1 July 2011 and 20 June 2015. It has five versions, each is applicable between different dates. The relevant version to apply will depend upon the date of the development approval.
Exemptions under the AICR
The Construction Kickstart initiative commenced on 1 October 2013 and included short term measures, which came to an end after 30 April 2015, and ongoing measures, which remain in effect under the current AICR v1.4. These ongoing measures are:
- Existing buildings: no infrastructure charges levied for any change in non-residential land use (ongoing).
- Expansion: for non-residential land uses, up to an additional 50 per cent of gross floor area (GFA) or a maximum of 500m2, whichever is the lower, will be exempt from infrastructure charges (ongoing).
- Family accommodation: no charge for family accommodation dwellings of 100m2 GFA or less.
Note: While the family accommodation discount is not included in the current AICR, it is still being applied and will be incorporated into Council’s charges resolution at the next opportunity.
On 1 July 2011, the Queensland Government introduced the State Planning Regulatory Provision (adopted charges) to give effect to maximum standard infrastructure charges for residential and non-residential development across Queensland. Consequently Council introduced the AICR.
Since then Council has resolved to amend the AICR on four occasions, reflecting the return of responsibility for water and wastewater to Council (AICR version 1.1), the Construction Kickstart initiative (AICR version 1.2), allowances for CPI (AICR version 1.3), and the adoption of maximum charges (AICR version 1.4).
