Background

A holistic precinct place making master plan for the Broadbeach Business Centre has been produced in consultation with the area’s business leaders and stakeholders.

The Broadbeach Core Business Precinct is situated between the Gold Coast Highway and Old Burleigh Road, and from Queensland Avenue south to Elizabeth Avenue. Adjacent main destinations include the Gold Coast Convention Centre, The Star Gold Coast and Pacific Fair Shopping Centre.

Many of the challenges and way forward lie in maintaining the unique identity of Broadbeach as a family-oriented centre, while improving transport, pedestrian access and providing infrastructure to develop and activate the streetscape.

The vision

Broadbeach is an integral part of the Gold Coast experience for tourists, locals and commercial enterprise. It is seen as a family-oriented and safe environment and is characterised by high rise apartments and mixed use precincts, including tourist accommodation, restaurants, serviced offices, recreational opportunities, varied retail outlets and businesses.

Broadbeach is renowned for its festivals, cultural life and sporting events.

This master plan aims to reinforce Broadbeach as the premier destination for locals and visitors as the event, dining and commercial precinct of the city, where more people choose to live, work, invest and spend time.

Broadbeach public open spaces, such as Victoria Park, Federation Park, Broadbeach Mall and Kurrawa Park, will be transformed to provide great amenity and support first class recreational, cultural and social activities.

The streetscape will be improved to become quality pedestrian boulevards. The shared zones and lane ways will be activated to encourage people of all ages to enjoy live music and public art and have an exciting choice of outdoor dining venues.

This transformation is a unique opportunity for the city to maximise people’s enjoyment of the streets, so they can be walked safely at any time of day and night, add vibrancy to the area and support the local economy.

New activities may include extended outdoor dining opportunities, street vending, creative or cultural activities, or simply improving the comfort of pedestrians and encouraging people to interact and enjoy the public places.

Permanent streetscape improvements may include fixed items such as public seating, lighting and street trees or temporary elements such as moveable furniture, outdoor dining, and street vending. In addition, building elements may include awnings, signage and materiality to contribute to the pedestrian experience.

Broadbeach will support the local community in recreation, social, shopping, economic and business needs, offer visitors a memorable experience and create a desire to return.

The success of this project will be measured by the delivery of a place based master plan that guides the activation and future repositioning of the Broadbeach Core Business Precinct. The master plan includes considered recommendations for short, medium and long term strategic interventions that inform Council decision making and future budgets.

Community engagement outcomes 16–30 October 2015

The draft master plan was open for community consultation from 16 to 30 October 2015 on the City’s online community engagement hub (www.gchaveyoursay.com.au), as well as on display at the Oasis Shopping Centre.

Receiving 319 responses through the online survey, an overwhelming 86 per cent of visitors supported the overall vision of the master plan. All survey responses and comments were analysed, evaluated and have assisted in developing the future of Broadbeach.

Key messages - Broadbeach Master Plan community consultation

  • City of Gold Coast has developed a Master Plan for the Broadbeach core business precinct, which provides a vision for future development of the district.
  • Broadbeach is a family-oriented destination; hence the plan focuses on creating “pedestrian-focused” areas, providing improved and more convenient connections throughout the entire precinct.
  • With a plan for future development, Broadbeach will become a more vibrant, diverse beach-side neighbourhood, business centre and event precinct.
  • The major features of the plan proposals include:
    • upgrade of Surf Parade, reinforcing it as the main dining and event street within the precinct
    • removal of pedestrian overpass at the junction of Surf Parade and Victoria Avenue
    • creating a new pedestrian crossing across the Gold Coast Highway to improve the link between the Convention Centre and the rest of the precinct
    • construction of an event terrace in Kurrawa Park, overlooking the beach.
  • The plan provides both short-term achievable and long-term ideal outcomes which will inform future budgets and guide development assessment.
  • The suburb is set to be a major staging post for the Gold Coast 2018 Commonwealth Games.
