Personal appearance services

Personal appearance services (PAS) include hair dressing, beauty therapy, or skin penetration procedures (e.g. tattooing, body piercing or any other process by which the skin is penetrated and in which blood or other body fluid is an expected result) as provided as part of a business transaction.

The purpose of the Public Health (Infection Control for Personal Appearance Services) Act 2003 is to minimise the risk of infection that may result from the provision of personal appearance services.

This Act requires the City of Gold Coast to monitor the health standards of operations in premises such as these.

Is a licence required?

You will need a licence if your business conducts activities that are classified as a higher risk PAS, including: body piercing, implanting a natural or synthetic substance into a person’s skin (e.g. hair, beads); scarring/cutting a person’s skin using a sharp instrument to make a permanent mark, pattern of design; tattooing.

You do not need a licence if your business activities are classified as non-higher PAS, including hairdressing and beauty therapy procedures.

Whether you do or do not need a licence, your business is still responsible for complying with the safe provision of personal appearance services to your customers. More information can be found on the City's Knowledge Network - Toolbox website.

How to apply

Complete a Higher risk personal appearance services – fixed/mobile premises application and submit at a City customer service centre.

Please ensure the necessary documentation is attached to your application. Find useful resources to help you get your application started on the the City's Knowledge Network - Toolbox website.

The City will process the application and notify the applicant(s) of the decision within 40 days. We will contact you if we need any additional information for your application.

Any proposed works, e.g. construction or fit-out can be carried out upon approval of your PAS licence.

If you are taking over an existing business, you may wish to apply for a Health licence search to confirm the business’ PAS licence is current and to ensure the current owner is complying with health and safety regulations.

Transfer of business or licence details

Complete an Application for the transfer of licence to carry on business providing higher risk personal appearance services form and submit at a City customer service centre.

You will be required to provide copies of your employees’ infection control qualifications with your application. If you need further clarification about taking over an existing PAS business, contact our Licensing and Approvals team on 07 5667 5987.

Amendments to a PAS licence

For minor changes to your licence, such as change of contact details, you can call us on 07 5667 5987.

For more complex changes, such as refurbishing premises, additional information will need to be submitted with an Amendment to food licence application. Contact us on 07 5667 5987 before lodging your application.

Licence renewal

PAS licences are renewed annually and are valid until 31 August of each year.

  • If there are no change of details to your existing licence, visit our Payments page to find out how to renew your licence online, by phone or by post.
  • If details on your existing licence require amendment, contact us on 07 5667 5987 or visit a customer service centre.
