Lodge a plumbing application

City of Gold Coast offers a variety of methods to lodge a plumbing and drainage application. Select an option below that best suits you and follow the simple process.

Some low risk or minor plumbing and drainage works can be completed as notifiable work with no requirement to lodge an application. For more details about the types of works that are classified as notifiable work (Form 4), visit the Queensland Building and Construction Commission (QBCC) website or call 139 333.

Options for submitting an application

Online

The following plumbing and drainage applications can be submitted online:

Commercial sewered plumbing and drainage application

Commercial unsewered plumbing and drainage application

Residential sewered plumbing and drainage application

Residential unsewered plumbing and drainage application

Once an online application has been submitted, it is imperative that all future correspondence related to that application is submitted in the required PDF format:

  • Forms - combine as one single PDF
  • Supporting documents - combine as one single PDF
  • Plans - combine as one single PDF
  • Specialist reports - combine as one single PDF

Please note: Do not password protect the PDF documents for lodgement.

Register for my My Account

The City has a new information technology system for major customer, property and revenue functions. As part of this new system, you can register for My Account – a secure online portal to lodge applications, access your information, request services and manage your accounts from one location.

You will need to sign in to My Account to use our ‘pay later’ option when submitting an application and requesting an invoice for payment. With My Account, you will also have 24/7 convenience to:

  • pay bills and manage your sundry debtor account
  • make service requests and track progress
  • perform property searches
  • update your details
  • lodge and track licence and permit applications
  • lodge and track development applications.

As a registered user of My Account, you have the additional benefit of personal details pre-filled in your service requests and application forms.

Inspections

Regulated plumbing and drainage work must not be commenced without a compliance permit and once commenced, must be inspected by a City officer prior to covering the work. The following stages of work must be assessed for compliance:

  • plumbing or drainage laid under a concrete slab
  • plumbing or drainage laid below ground and external to a building
  • plumbing installed in a building before cladding
  • final inspection when all work is complete.

You can book an inspection by using our online booking form below. Alternatively, you can call us on 07 5667 5977 from 8am to 3pm, Monday to Friday.

Cut off times for next day inspection bookings are 12pm for phone and 10am for online bookings. Note that conditions apply.

Please note: some inspection types are not currently listed on the form. These inspections can still be booked by adding the details to the comments field.

Book a plumbing and drainage inspection

House drainage plans

City of Gold Coast requires plumbers to prepare and provide a copy of the as-constructed drainage plan at the time of inspection. The plumbing inspector will use this plan to assist with the conduct of the inspection and a copy will be uploaded to the City's record management system for future use. A copy of the house drainage plan template can be found below.

Certificate of hydrostatic testing

This form is used for the certification of hydrostatic testing on bath wastes, air testing soil and waste stacks and/or pressure testing of the in-ground water service and rough-ins in houses and duplexes only. The certification of hydrostatic testing form can be found below.

Heated water service testing and commissioning certificate

In accordance with Section 9 of AS/NZ3500.4.2015, a Heater water service testing and commissioning certificate must be submitted prior to receiving a final inspection.

A heated water service must comply with the applied provisions in accordance with the Standard Plumbing and Drainage Regulation 2003.

Concurrence report submission for on-site sewerage facilities

When carrying out building work in a non-sewered area (on-site sewerage facility), and the work involves adding one or more bedrooms, you must submit a concurrency report to City of Gold Coast demonstrating the existing on-site sewerage facility can cope with the additional load generated by the extra bedroom (or bedrooms). For more information see Planning Regulation 2017, Schedule 9, Table 11.

This report must be compiled by a site and soil evaluator who holds the appropriate Queensland Building and Construction Commission (QBCC) licence. For further details contact QBCC.

  • All applications are required to be submitted with the relevant payment as outlined in the Supplementary to Form 1.
  • Forms 1 to 9, are all available on the Department of Housing and Public Works website within the approved plumbers and drainers forms section.
  • Form 8 is not accepted by the City.

  • How long will my plumbing application take?

    All plumbing and drainage applications are assessed in accordance with the Queensland Plumbing & Drainage Act 2002. Please refer to the Department of Housing and Public Works for the latest Act.

  • What forms can I lodge electronically?

  • What types of applications are not available to be lodged online?

    You cannot lodge an application for greywater use facility or Notifiable Works (Form 4). Please refer to the information above on lodging these types of applications.

  • Can I lodge without paying?

    No, you cannot lodge your application without the correct payment.

  • What are the payment options?

    If you are using the online form to lodge your application electronically, you can pay by credit card or business partner account. Payments by credit card will incur a surcharge.

    If you are lodging your application at one of our customer service centres, various payment options are available.

    If you are lodging by mail, a cheque for the correct amount must be attached and made payable to City of Gold Coast.

  • I can’t seem to upload my documents?

    There is a total 20 megabytes (mb) size limit for all attachments. If you exceed the 20mb limit, you can select the option on the form for Dropbox link and within 2 business days a link will be emailed to your nominated email address.

    Click on the link and follow the instructions to upload the additional documents. Upload your documents as soon as possible as the link is only available for a limited time.

    Please ensure all supporting documents are completed and attached in separate PDF files.

  • Can I amend my application?

    Yes, amended applications can also be submitted online using the forms above. However, these must be done before the compliance permit is issued. If you would like to submit an amended application it is recommended that you contact our plumbing and drainage team on 07 5667 5977 to discuss.

    Please note: no amendments can be made if a compliance certificate has been issued.

  • Will I get a receipt?

    Yes. Upon submission, a receipt notification with a unique reference number will be sent to your nominated email address.

  • I have a query about the fees, how do I find out more?

    For any enquiries regarding fees and charges, refer to the latest Register of fees and charges or contact our plumbing and drainage team on 07 5667 5977.

  • How will I receive my compliance permit?

    If you have lodged your application electronically, you will receive the compliance permit and any supporting documentation electronically.  

    If you have lodged your application in hard copy, you may be contacted by an Officer to request an electronic copy of your documents. Unless otherwise requested by applicants, officers will assess the application electronically and a compliance permit will be emailed to your nominated email address together with supporting documentation.

  • Why aren’t my documents signed?

    All commercial plans and supporting documents lodged online will be digitally stamped, or if lodged in hard copy will be stamped in red to ensure their authenticity.

  • Cancellations and refunds

    Please refer to the relevant preamble in the latest Register of fees and charges. All requests are required to be made in writing. Contact plumbing and drainage administration on 07 5667 5977 for further information.
