RiskSmart is a streamlined process to assess and decide low risk development applications submitted to the City of Gold Coast. For electronically lodged RiskSmart applications, the assessment will be carried out and a decision made within the City’s business rule of five (5) business days from the date of a ‘properly made’ application under the Planning Act 2016.

RiskSmart standard development applications are land use based kits designed for low risk code assessable developments listed under the City Plan.

The following development proposals may be eligible for 'fast track' assessment under RiskSmart;

RiskSmart dwelling house or dual occupancy with a partial third storey

An application for a dwelling house or dual occupancy with a partial third storey applies to a single dwelling house or dual occupancy that exceeds two (2) storeys in height, due to a partial third storey which is less than 50 per cent of the gross floor area of the storey below. For example, adding a partial third storey to an existing dwelling or building a new dwelling that has a partial third storey.

RiskSmart industrial activities

An industry development application applies to a trade or business involving the manufacture, production, processing, repair, alteration, distribution and storage of any product (e.g. repairing motor vehicles, fitting and turning workshop).

RiskSmart business activities

An application for business activities relates to:

  • food and drink outlet
  • office
  • shop
  • showroom
  • hardware and trade supplies
  • education establishment
  • veterinary services
  • health care services.

RiskSmart multiple dwellings (3 to 10 dwellings)

An application for multiple dwellings (3 to 10 dwellings) relates to properties containing three (3) or more dwellings for separate households (e.g. apartments, flats, units, townhouses, row housing or a triplex).

RiskSmart additions to multiple dwellings

An application for an addition to multiple dwellings applies to extensions or additions to lawfully approved multiple dwellings (e.g. an addition such as a patio to an approved townhouse).

RiskSmart reconfiguring a lot

Reconfiguring a lot application applies to a development that will create either a: maximum five (5) freehold lots, maximum five (5) community title lots with common property, boundary realignment or freehold lots with access easement.

RiskSmart accepted to code assessment

Where accepted development subject to requirement does not comply with one or more required outcomes, a code assessable application is triggered. However, assessment is limited to only those aspects that do not comply with the required outcomes. For further information refer to Section 5.3.3 of the City Plan, 'Determining the assessment criteria'.

Accepted development that complies with all relevant required outcomes does not require an application to be lodged with the City for assessment. However, where accepted development subject to requirements does not comply with one (1) or more required outcomes, a RiskSmart accepted to code assessment application can be lodged.

The following development proposals may be eligible for 'fast track' assessment under RiskSmart:

  • Material Change of Use application for accepted to code assessment.
