Priority Infrastructure Plan

The Priority Infrastructure Plan (PIP) for the Gold Coast is the first to be introduced in Queensland. The PIP has been prepared over the last two years in accordance with Queensland State Government legislative requirements and identifies where growth is expected to occur and the nature and scale of this growth.

The PIP is the first major step towards more informed and transparent infrastructure charges levied against development in the city. As the PIP comes into effect, infrastructure will be built in logical stages to coincide with planned growth, ensuring residents have appropriate access to services and facilities, as well as removing the 'guess work' for developers.

A charging regime, covering infrastructure such as stormwater, transport and recreation facilities, will be applied consistently across the city. The PIP will ensure development pays its fair share towards servicing growth.

Implementation and review

The PIP was implemented in January 2007. It will be reviewed every four years to ensure that planning remains in line with forecasted and actual growth on the Gold Coast.

On 17 November 2009 Council introduced a Temporary Local Planning Instrument (TLPI) which affects the operation of the PIP and Infrastructure Policies 3A and 3B.

Draft Amendment to Priority Infrastructure Plan

The exhibition of the Draft Amendment to the Gold Coast Planning Scheme - Priority Infrastructure Plan, to include the water and waste-water networks, was from 23 April 2007 to 6 June 2007. Currently the draft amendment is under Second State Interest Check with the Department of Infrastructure & Planning. Once the Second State Interest Check is completed, Council will consider the changes. If adopted, the amendments to the Priority Infrastructure Plan are expected to commence in 2008.
