Infrastructure Charges under Priority Infrastructure Plan (PIP) or Developer Contribution Policies
Infrastructure charges may be applicable to your application. An applicant shall pay relevant and reasonable charges towards the capital cost of provision of the following infrastructure networks to meet the demand placed on the networks by the development:
- water supply
- sewerage
- stormwater
- transport (Local Government roads)
- transport (State controlled roads) 1
- recreational facilities

Temporary Local Planning Instrument No. 1 (Infrastructure Charges and Contributions) 2009 ("TLPI")

In February 2004, in accordance with the Integrated Planning Act 1997 (IPA), Council adopted Planning Scheme Policies 3A - Policy for Infrastructure Water Supply Network Developer Contributions and 3B - Policy for Infrastructure Sewerage Network Developer Contributions.
In January 2007, in accordance with the IPA, Council adopted its Priority Infrastructure Plan (PIP) which includes infrastructure charges for the recreation, stormwater, transport (Local Government roads) and transport (State controlled roads) networks.
Consequential amendments to the PIP and Policies 3A and 3B were undertaken with Planning Scheme Version 1.2.
These infrastructure charges are held by Council and used for the administration, planning and construction of works, or for the payment of loans to provide reliable infrastructure networks.

Reviewing yield factors/planned demand
Council's infrastructure network contribution policies as listed above make provision for a developer who believes the yield factor attributed to his property is unreasonable.
The yield factor represents the percentage of developable land within a specific lot. It accounts for:
- future public roads
- transport corridors
- floodplain areas
- open space
- other physical constraints to development
The developer may apply to Council for a reduction of that factor by completing the following form:
