Coolangatta to Bilinga Foreshore Master Plan - transformation well underway
Gold Coast City Council and residents of southern Gold Coast have come together on this exciting project designed to enhance the function and amenity of the foreshore between Coolangatta and Bilinga.

This $6 million project will improve existing open space and parkland for families and create environmentally and socially sustainable foreshores.
The master plan demonstrates a comprehensive understanding of the area, identifying key environmental, social and economic requirements, as well as the recreational needs of the community.
The plan includes a new stretch of Oceanway, encouraging more people to enjoy walking or cycling along our beautiful foreshore. Council is committed to investing in appropriate ‘green mode’ infrastructure that supports increasing numbers of visitors and residents. The oceanway will be jointly funded by Gold Coast City Council and the State Government through the South East Queensland Cycle Network. This initiative aims to reduce reliance on private vehicles, cut traffic congestion and carbon emissions, and improve the health of Queenslanders.
The redevelopment will be staged over several years. The master plan will ensure that future development, including Bilinga, rolls out in a co-ordinated manner.

Schedule of works
The transformation of the Coolangatta to Bilinga Foreshore commenced at Kirra in October 2008 with:
- The Oceanway path and lighting (from Kirra SLSC to Coolangatta Creek) - completed
- Car park reconfiguration - completed
- Kirra groundwater irrigation system - completed
- Queen Elizabeth 2 Park Events Space Redevelopment - completed
Park furniture and a new public amenity building in Kirra will complete stage one works.
Demolition of the existing public amenity block – completed
Construction of the new, modern public amenity building – August 2009
The new facilities will include disasbled access, showers and change room. CPTED (crime prevention through environmental design) guidelines have been followed in the design of the new facility.
Temporary amenities will be located on-site from May for public use.
Stage two works commenced at Coolangatta in early 2009 and are almost complete.
Works include:
- Oceanway path and lighting (Greenmount SLSC to Big Groin)
- Greenmount carpark reconfiguration
- redesign of events space at Queen Elizabeth 2 Park
- installation of new park furniture associated with the Oceanway
Stage three works commenced at Bilinga in May 2009 and include:
- Continuation of the Oceanway along Bilinga Foreshore (from Kirra to North Kirra SLSC)
- Installation of lighting, new park furniture and a 3.4 metre path

Council will do everything possible to minimise disruption for regular users of the parklands during redevelopment.
Signage will be installed and users are asked to please take care around works.
