Adopted Amendments Relating to Planning Scheme Version 1.2

The Gold Coast Planning Scheme 2003 Version 1.2 commenced on 11 May 2009 and includes the following amendments:

Amendments 2 & 3 and Minor Amendments 1 & 2

Amendments 2 & 3 and Minor Amendments 1 & 2 can be viewed as a Consolidated Amendment Package. These amendments, which commenced on 11 May 2009 as part of the Gold Coast Planning Scheme 2003 Version 1.2, were adopted by Council on the following dates:

Oxenford Local Area Plan

Oxenford Local Area Plan was adopted by Council on 8 December 2008 (Minute No. G08.1208.013). Oxenford Local Area Plan commenced on 11 May 2009 as part of the Gold Coast Planning Scheme 2003 Version 1.2.

Minor Amendment 3

The Gold Coast Planning Scheme 2003 Minor Amendment 3 was adopted by Council on 6 June 2008 (Minute No. G08.0606.009). Minor Amendment 3 commenced on 11 May 2009 as part of the Gold Coast Planning Scheme 2003 Version 1.2. Minor Amendment 4

The Gold Coast Planning Scheme 2003 Minor Amendment 4 was adopted by Council on 8 December 2008 (Minute No. G08.1208.013). Minor Amendment 4 commenced on 11 May 2009 as part of the Gold Coast Planning Scheme 2003 Version 1.2.

Minor Amendment 5

The Gold Coast Planning Scheme 2003 Minor Amendment 5 was adopted by Council on 2 February 2009 (Minute No. G09.0202.019). Minor Amendment 5 commenced on 11 May 2009 as part of the Gold Coast Planning Scheme 2003 Version 1.2.

Gold Coast Planning Scheme Policy 22 - Mudgeeraba Signage Policy

On 31 August 2009, Gold Coast City Council resolved to adopt Planning Scheme Policy 22 - Mudgeeraba Signage Policy, to take effect on and from 19 September 2009.

The Policy provides guidance on appropriate signage in the Mudgeeraba business area and has been developed to support the provisions of the Mudgeeraba Village Local Area Plan.

This Planning Scheme Policy has been prepared in accordance with the requirements of the Integrated Planning Act 1997.

Gold Coast Planning Scheme Policy 11 - Land Development Guidelines

Amendments to Planning Scheme Policy 11 Land Development Guidelines (LDG) were adopted by Council on 18 August 2008 and take effect on 8 September 2008.

A resolution to repeal Planning Scheme Policy 20 Rainwater Tanks was made by Council on 18 August 2008 and takes effect on 8 September 2008. Policy 20 has been superseded by amendments to Policy 11 and State Government legislation.

The LDG amendments include design information to implement dual water reticulation in conjunction with rainwater tanks to areas of the city that have access to reticulated Class A+ recycled water. Further amendments relate to better performing wastewater reticulation systems that lower infiltration and better controls for odour management and spill management. Other amendments include changes to Private Property developments where water sub metering is now required.

Priority Infrastructure Plan

Council's Priority Infrastructure Plan (PIP) commenced on 8 January 2007 and forms Part 8 of the Gold Coast Planning Scheme 2003.

The Priority Infrastructure Plan enables Council to collect infrastructure charges as a result of new development.

Draft Amendments

Public Notification of Draft Amendment - Protection of Golf Courses

Draft Amendment - Protection of Golf Courses commences public notification on 9 November 2009 and closes on 21 December 2009.

The purpose and general effect of the proposed amendments are to change various parts of the Planning Scheme to protect the core values of golf courses on the Gold Coast from higher order urban development. Golf courses are valued for their recreational, environmental, scenic amenity/city image and tourism contributions.

Draft Amendment 5 - Second State Interest Check

On 3 August 2009 (Minute No. G09.0803.017), the Draft Amendment 5 Package was endorsed by Council to be sent to the Minister for Infrastructure & Planning for Second State Interest Checks. The Draft Amendment 5 Package is currently with State Government for the Second State Interest Check.

Draft Amendment 7 - First State Interest Check

On 20 July 2009 (Minute No. G09.0720. 011), the Draft Amendment Package 7 was endorsed by Council to be sent to the Minister for Infrastructure & Planning for First State Interest Checks. The draft Amendment Package 7 is currently with State Government for the First State Interest Check.

Draft Amendment - Plot Ratio Provisions

In response to a Ministerial Direction dated 17 February 2009, on 16 March 2009 (Minute No. SC09.0310.001), the Draft Plot Ratio Provisions Amendment Package was endorsed by Council to be sent to the Minister for Infrastructure & Planning for First State Interest Checks. The Amendment Package is currently with the State Government for the First State Interest Check.

Draft Amendment - Lake Orr and Environs Local Area Plan

The Draft Lake Orr and Environs Local Area Plan is presently under review in response to comments received during the State Government’s First State Interest Check.

Once the review is complete and a response is endorsed by Council, Council will seek approval from the Minister of Infrastructure & Planning to commence public notification of the draft Plan.

The purpose of the Lake Orr and Environs Local Area Plan is to implement more detailed planning controls for Bond University and the adjoining Varsity Lakes area as part of the Gold Coast Planning Scheme 2003.

Draft Amendments to the Gold Coast Planning Scheme 2003 - Priority Infrastructure Plan

The exhibition of the Draft Amendment to the Gold Coast Planning Scheme 2003 - Priority Infrastructure Plan, to include the water and wastewater networks, was from 23 April 2007 to 6 June 2007. Currently the draft amendment is under Second State Interest Check with the Department of Infrastructure & Planning. When finalised, the amendments are expected to commence in 2009.

The draft amendments to the Gold Coast Planning Scheme 2003 - Priority Infrastructure Plan (PIP) will allow for the inclusion of the Water Supply Network and the Wastewater Network components. This amendment to the PIP includes the Desired Standards of Service, Infrastructure Charges Schedule and Plans for Trunk Infrastructure for both these networks.
