Annual Plan
Our Annual Plan provides an overview of the City's budget and operational plans for the year ahead. The Annual Plan theme for 2023–24 is 'Delivering for all' and supports the implementation of the City Vision and Gold Coast 2032. It includes the City Budget and City Operational Plan providing a comprehensive view of priorities, expenditure and levels of rates, fees and charges.

Our Annual Plan supports our City Vision, 'Inspired by lifestyle. Driven by Opportunity' defining our longer-term aspiration for the Gold Coast. This vision is supported by Gold Coast 2032 themes that describe our aspirations for the city a decade from now. The implementation of the City Vision and Gold Coast 2032 is delivered through the Council Plan 2022–2027.

Reimagine the Gold Coast like never before
In the current economic environment, managing inflationary and supply chain challenges whilst maintaining a high level of service delivery has underpinned the development of our Annual Plan. While Council is in a strong financial position, like all households, external cost pressures also impact our bottom line. This is a sustainable plan, ensuring our services meet the needs of residents, while being delivered in a financially responsible way.

City Budget
The 2023–24 City Budget was adopted by Council on 12 June, delivering a value-for-money budget for all, investing in key projects and services to support our city's lifestyle.
The $2.193 City Budget is developed in alignment with the Council Plan 2022–2027, Annual City Operational Plan and Long-Term Financial Plan.

City Operational Plan
The City Operational Plan 2023–24 (the plan) details:
- annual programs and services including descriptions, budgets, key activities
- performance plans for commercialised business units - Gold Coast Waste Management and Gold Coast Water, and
- support for the implementation of Gold Coast 2032 City Vision and our key strategies.
