Lodge your express development application - Pre-submission form

Use this option to lodge a request for an Express Development Application (Express DA) Pre-submission review. The pre-submission review is mandatory for all potential Express DA applications. The pre-submission review is an opportunity for applicants and Council to achieve good planning outcomes in line with the City Plan.

Step 1.Gather your documents

All requirements must be provided as per the Express development application – applicant guidelines(PDF, 2MB)

This includes:

  • Completed Planning report template (MS Word only)
  • Completed Code templates (MS Word only)
  • Drawings and plans (PDF)
  • Specialist reports

Step 2.Complete and submit our online form

Step 3.Visit one of our customer service centres

Submit your application at one of our customer service centres Monday to Friday between 8.15am and 4.30pm.
