Civil works inspections

During the construction phase, we undertake inspections to ensure the works are constructed in accordance with the relevant development approval(s), including the approved drawings and specifications.

The following inspections are usually conducted for civil assets by our Engineering Compliance Officer (Civil).

Inspections

1. Pre-start inspection

Pre-start inspection will only be booked once the following requirements have been met before submitting a booking request:

  • all relevant approvals obtained for the works
  • (if applicable) bonds have been lodged with

2. Holdpoint inspections

Including but not limited to:

  • all thrust and anchor blocks
  • at pre-pour of any structural concrete element
  • placement of hydrostatic seals on all elements
  • road crossings
  • service conduit
  • sub-grade
  • pre-seal
  • water and sewerage inspection
  • before starting sewerage and/or water reticulation
  • pre-live connection inspection for sewerage and/or water reticulation

3. Practical completion (On-maintenance inspection)

Practical completion inspections will only be booked once the following requirements have been met before submitting a booking request:

  • the maintenance security deposit has been lodged
  • a maintenance agreement has been entered into
  • final as-constructed drawings are lodged and approved
  • all test results and certificates are submitted and approved by us.

4. Final defects inspection (Off-maintenance inspection)

Final defects inspection will only be booked once the following requirements have been met before submitting a booking request:

  • any identified omissions and defects have been rectified satisfactorily to our requirements
  • (if applicable) engineering certification and RPEQ endorsed visual inspection report and/or colour CCTV evidence to confirm the assets have performed satisfactorily during the maintenance period.

Pavement design approval

Depending on the scope of project, you may be required to obtain approval for the pavement design of the development works before commencing any works. To proceed, you must undertake the necessary testing and submit a proposed pavement design for assessment by us.

Complete the following form to submit your pavement design proposal. Allow a minimum of 10 business days for assessment and formal approval.

How to book inspections

Book a pre-start meeting

To book a pre-start meeting, you must have agreed on a time and date with the Engineering Compliance Officer, then complete the Booking inspection form(PDF, 2MB).

Email the completed form to petcas@goldcoast.qld.gov.au

A formal calendar invite will be sent to confirm the inspection. Please allow 3 business days for processing the appointment.

Booking a Hold Point inspection (before proceeding)

These inspections are informally arranged with our officer directly with at least 2 business days’ notice.

To book an inspection, contact the assigned Engineering Compliance Officer and agree on a time and date to proceed with the inspection.

Book a maintenance inspection (Practical completion or Final defects inspection)

Before booking a maintenance inspection, please make sure the maintenance bond has been lodged (if applicable) and Ascon approval has been received. We recommend contacting the assigned officer first to confirm a suitable time. Once confirmed, complete the relevant forms below:
