City Plan investigation areas

Shaping SEQ is the State government's regional plan for South East Queensland. The plan sets a benchmark of supplying 161,700 new dwellings for the Gold Coast by 2046.

The Gold Coast City Plan identifies areas to be investigated for possible future growth. These areas are protected from urban development until investigations are undertaken. As part of these investigations, Council will ask landholders, residents and industry for their input throughout the process.

Current

Napper Road, Parkwood

In December 2024, Council endorsed the Parkwood Investigation Area Preferred Concept Plan. The next step for the project is to commence the formal statutory plan-making process to incorporate the Preferred Concept Plan into the new Planning Scheme.

Completed / closed

Courtney Drive, Upper Coomera

Expected to deliver approximately 730 dwellings. Adopted as part of the Our City Our Plan (Major update 2 & 3). Commenced as City Plan Version 10 on 4 July 2023.

Pyrus Court, Gilston; Bonogin Road, Mudgeeraba; Whitian Drive, Carrara

Locations were identified as unsuitable to accommodate additional growth. Removed as part of the Our City Our Plan (Major update 2 & 3) amendment package.

Eggersdorf Road, Ormeau

Expected to deliver approximately 250 dwellings. Amendment adopted by Council in January 2020. Commenced on 15 December 2020 as part of City Plan Version 8.

Amity Road, Coomera

Area is committed to urban development. Removed from City Plan version 5 as part of a minor and administrative update.

Goldmine Road, Ormeau

In May 2022, the Minister for Transport and Main Roads advised that most of the developable land within the Ormeau Investigation area is required for Category C Protected Planning (Future Railway Land), pursuant to section 242 of the Transport and Infrastructure Act 1994. The Goldmine Road upgrade is underway as part of the Queensland Train Manufacturing Program (QTMP) by the state in conjunction with the City of Gold Coast, to facilitate road upgrades and a rail facility.

Canelands; Yawalpah Road, East Coomera

These areas remain outside the Shaping SEQ 2017 Urban Footprint. No further strategic planning activities are planned.

Scullin Street, Mudgeeraba (Mudgeeraba North)

After community engagement in 2018–19, the outcome is to retain the rural residential zoning and intent of the Mudgeeraba North Investigation Area until 2031. The locality may be reconsidered as part of a review of future policy directions for growth and development beyond 2031.

On hold (pending findings of the Local Growth Management Strategy)

A Local Growth Management Strategy (LGMS) is being prepared to help us plan and deliver for our growing city over the next 20 years. Pending future LGMS findings, we may look at these areas again if there’s a need in the future.

Ashmore Road / Smith Street, Molendinar, North Hymix Road, Gaven

Investigation into these areas is subject to future budget and resourcing commitments.

Glade Drive, Gaven

Stage 2 of the project is now completed.

In December 2024, Council endorsed a recommendation to place the Gaven North investigation area on hold until the need for growth in this area is identified through the Local Growth Management Strategy and associated Housing Strategy.

Central Winderadeen Drive, Highland Park

Stage 2 of the project is now completed.

In December 2024, Council endorsed a recommendation to place the Highland Park investigation area on hold until the need for growth in this area is identified through the Local Growth Management Strategy and associated Housing Strategy.

Oxenford

An updated Oxenford Investigation Area Preferred Concept Plan (Riversdale A Precinct) was noted by Council in December 2024. In July 2025 Council resolved that it does not support the Oxenford Investigation informing the Local Growth Management Strategy or the new Planning Scheme at this stage. Following a commitment from the State Government to deliver the required infrastructure for the Oxenford Investigation Area, a report will be presented to a future Planning and Regulation Committee for further consideration.
