City Plan investigation areas

Shaping SEQ is the State government's regional plan for South East Queensland. The plan sets a benchmark of supplying 158,900 new dwellings for the Gold Coast by 2041.

The Gold Coast City Plan identifies areas to be investigated for possible future growth. These areas are protected from urban development until investigations are undertaken. As part of these investigations, Council will ask landholders, residents and industry for their input throughout the process.

These areas may be developed to deliver new housing and employment opportunities.

Completed
Eggersdorf Road, Ormeau Expected to deliver approximately 250 dwellings. Amendment adopted by Council in January 2020. Commenced on 15 December 2020 as part of City Plan Version 8.
Amity Road, Coomera Area is committed to urban development. Removed from City Plan version 5 as part of a minor and administrative update.
Current
Courtney Drive, Upper Coomera Expected to deliver approximately 730 dwellings. Area is part of the Our City Our Plan (Major update 2 & 3) amendment package.
Pyrus Court, Gilston; Bonogin Road, Mudgeeraba; Whitian Drive, Carrara Locations were identified as unsuitable to accommodate additional growth. Proposed to be removed as part of the Our City Our Plan (Major update 2 & 3) amendment package. Preliminary feasibility assessment inside urban footprint.
Oxenford After community engagement in 2018–19, the outcome is to continue to progress these areas for ongoing land use and infrastructure planning.
Napper Road, Parkwood Community engagement activities have been deferred for 12 months as a result of COVID-19 pandemic social restrictions and COVID-19 budgetary savings.
Goldmine Road, Ormeau Since its inclusion in the ShapingSEQ 2017 Urban Footprint as a 'future employment area', preliminary work was undertaken. Work is expected to continue over the next 12 months.
Future (outside current program)
Ashmore Road / Smith Street, Molendinar; Glade Drive, Gaven; North Hymix Road, Central Winderadeen Drive Investigation into these areas is subject to future budget and resourcing commitments.
Canelands East Coomera / Yawalpah These areas remain outside the ShapingSEQ 2017 Urban Footprint. No further strategic planning activities are planned.
Scullin Street, Mudgeeraba (Mudgeeraba North) After community engagement in 2018–19, the outcome is to retain the rural residential zoning and intent of the Mudgeeraba North Investigation Area until 2031. The locality will be reconsidered as part of a review of future policy directions for growth and development beyond 2031.
