This long-term planning project sought to deliver new housing supply and the necessary infrastructure upgrades in Oxenford, to make sure we can meet the needs of our current and future residents.

An initial study identified Oxenford as one of the city's priority investigation areas. We then consulted residents in Oxenford to understand the level of support for future growth within the area.

Council endorsed the Oxenford Investigation Area Preferred Concept Plan (Riversdale A Precinct) in April 2023.

In December 2024, Council noted an updated Preferred Concept Plan for the Riversdale A Precinct, supported by further technical studies. City officers were directed to assess infrastructure costs and prepare an engagement plan with State agencies for infrastructure delivery.

Project stages

Stage 1: Draft preferred concept plan

  • Step 1: Planning and design (December 2021)
  • Step 2: Community engagement (February to March 2022)
  • Step 3: Council endorsement (April 2023)

Stage 2: Preferred concept plan

  • Step 4: Detailed technical assessments (November 2022 to December 2024)
  • Step 5: Council noted the updated Preferred Concept Plan (Riversdale Precinct A) December 2024
  • Step 6: Infrastructure cost assessment and engagement approach with State agencies

Project status

The Oxenford Investigation Area has been the subject of detailed planning, technical studies and community consultation. While significant progress has been made, some essential transport infrastructure requirements remain unresolved, including several major upgrades and improvements to key intersections. Of particular concern are the roads managed by the State Government, as these upgrades are not yet committed, planned or funded.

In July 2025, Council resolved that:

  • The Oxenford Investigation Area Preferred Concept Plan (Riversdale A Precinct) be noted.
  • Council does not support the Oxenford Investigation informing the Local Growth Management Strategy or the new Planning Scheme at this stage.
  • Following a commitment from the State Government to deliver the required infrastructure for the Oxenford Investigation Area, a report is presented to the Planning and Regulation Committee for further consideration.
  • To ensure growth is supported by the right infrastructure, Council resolved that the Oxenford Investigation Area will not be progressed without the associated commitment to infrastructure.
