Horse drawn vehicles or pedicabs carrying passengers permit

You will need a permit to operate a horse drawn vehicle or pedicab carrying passengers.

Horse drawn vehicles or pedicabs carrying passengers have a minimum of one audit every year (re-inspections and complaint investigations are additional).

How to apply

Submit your application using one of the methods below.

There are no application or permit fees if your business operates from a rateable property within the city.

If a fee does apply, please refer to the application costs in the application form.

We will process the application within legislative or agreed time frames and contact the applicant should additional information be required to process the application.

Note: Only a properly made application will be accepted.

In person

Step 1.Gather your documents

You will need to attach the following supporting information to your application:

  • broadform public liability insurance certificate of currency for a minimum of AU$10 million
  • a statement by the owner that the vehicle complies with the Transport Operations (Road Use Management – Road Rules) Regulation 2009­
    - Part 13 Division 2 Section 223 and Part 18 Division 2A Section 303B (Horse Drawn Carriages)
    - Part 15 Sections 246, 258 and 259 (Pedicabs)
  • stable approvals
  • veterinarian certificate for each horse
  • evidence of no fee eligibility (if applicable)
  • photographs of vehicle.

Step 3.Visit one of our customer service centres

Submit your application at one of our customer service centres Monday to Friday between 8.15am and 4.30pm.
