As the Gold Coast has developed and grown, so too has our recognition of the important contribution arts and culture provide to our city’s liveability, reputation and economy. The heritage of the Gold Coast is shaped by indigenous culture, a legacy of nineteenth century settlement, followed by a more recent population of new arrivals from all parts of the world who call the Gold Coast home. Based on the Gold Coast's estimated resident population, the Council of the City of Gold Coast is Australia’s second largest local council authority.
Our Council comprises the Mayor and 14 elected Councillors representing the 14 divisions (areas).
At local government elections every four years, voters elect a Councillor to represent their division and a Mayor of the City. In Council meetings, councillors represent and participate in discussion, debate and decision-making on a wide variety of opportunities and concerns for the City and our residents.
Standing, Advisory and Special Committees meet regularly to consider community and organisational issues and to provide recommendations for the meetings of full Council.Before each meeting, City staff prepare meeting agendas as well as the supporting reports and recommendations which Council considers at the meeting.

Local Government is recognised in the Constitution of Queensland 2001 which states "there must be a system of local government in Queensland". It is the level of government closest to the people and gives people a say in matters affecting their local area.
The Queensland Government provides authority to Council through the Local Government Act 2009 and the supporting Local Government Regulation 2012. These are the principal legislation governing the establishment and operation of local governments in Queensland. The responsibilities and functions of councils are also bound by a number of state and federal laws and regulations.
The City Crest is used for official purposes, including the Council seal, the Mayoral Chain of Office, in street signs and in some elements of Council's local law functions.
Our corporate brand logo is used by all areas of Council to make sure our services and our documents are readily identifiable.
Our corporate structure supports the City to make responsible, accountable decisions, supported by expert advice and overseen by both internal and external audit processes.
The Chief Executive Officer (CEO) is responsible for managing the City’s administration, City employees, public resources and service delivery. The CEO provides Councillors with advice to assist them in carrying out their duties and implementing Council decisions and priorities.
City employees and contractors provide service delivery to the community and provide value for money to ratepayers. Our organisation delivers diverse services which range from the City's public health and safety services, library services, parks and sports facilities, City events, construction and maintenance of municipal roads, bridges and community facilities, land use planning, development assessment, nature conservation, and water and sewerage service delivery.
Our staff includes engineers, town planners, graphic designers, tradespeople, environmental scientists, social planners, as well as specialists in disciplines such as information technology, accounting, corporate planning, public administration, human resource management and asset management.
The Executive Leadership Team (ELT) provides leadership and decision-making for the delivery of the best possible and most appropriate, products and services for the Gold Coast community now and in the future. The ELT advises Council about plans, strategies and initiatives which support the Gold Coast 2020 Plan. The ELT is led by the Chief Executive Officer and includes the Chief Operating Officer and five directors. Our beneficial enterprises are enterprises that the local government considers directed to benefiting and can reasonably be expected to benefit the whole or part of its local government area. We provide substantial annual funding to these entities which were established to manage specific functions within the City. Refer to the Annual Report which provides detailed information.
The Gold Coast City Council Insurance Company Limited is Council's captive insurance company. A captive insurance company is a wholly owned insurance subsidiary of an organisation whose principal business is not insurance.
The Internal Audit Unit within the City’s Corporate Assurance Branch conducts appraisals and provides advice to the Chief Executive Officer, the ELT and City managers on how effectively the organisation is discharging its responsibilities.
The City’s Audit Committee operates in accordance with the Local Government Act 2009, the Local Government Regulation 2012 and the City’s Audit Committee Policy and Charter. The Audit Committee oversees the activities of internal audit and provides an independent, external review of our governance and internal control frameworks. The appointment of external, independent members of this Committee is based on a publicly advertised, merit-based selection process which aims to ensure the Committee has an appropriate mix of financial management, governance, risk management and local government skills and experience.
Each year the Queensland Audit Office audits and reports on the efficiency and effectiveness of the financial management and administration of Queensland public sector organisations, including councils. Details of the City's audit processes are available in the Annual Report.
