You will need a licence if your business conducts activities that are classified as a higher risk PAS, including: body piercing, implanting a natural or synthetic substance into a person’s skin (e.g. hair, beads); scarring/cutting a person’s skin using a sharp instrument to make a permanent mark, pattern of design; tattooing.
You do not need a licence if your business activities are classified as non-higher PAS, including hairdressing and beauty therapy procedures.

Complete the relevant Higher risk personal appearance services application below and submit at a City customer service centre.

The City will process the application and notify the applicant(s) of the decision within 40 days. We will contact you if we need any additional information for your application.
Any proposed works, e.g. construction or fit-out can be carried out upon approval of your PAS licence.
