In accordance with the Planning Act 2016, the City of Gold Coast implemented a Local Government Infrastructure Plan (LGIP) as Part 4 of the City Plan, commencing on 27 June 2018. The LGIP outlines the City’s vision for trunk infrastructure over the next 15 years. After public consultation and approval from the State Government to adopt, the LGIP Stormwater quality amendment has been included in the LGIP and has commenced from 1 July 2019.

Infrastructure charges applying to development are governed by the State Government through its Planning Regulation 2017. This legislation tables the infrastructure charge rates for identified land uses. For developments within the City, infrastructure charges are set by Council resolution. Charge rates are set at prescribed charge rates or below. Charge rates are then included in the Charges Resolution. The most recently adopted version of the Charges Resolution is known as 'No. 1 of 2019'. It is effective from 1 August 2019 and will be relevant for developments approved from that date forward.
