Permanent road closures

A road is any area of land that has been set aside by legislation for the present or future use of the travelling public. Not all roads are currently being used by vehicles or pedestrians, and some may never end up being used for that purpose.

An application for permanent road closure can be made by an adjoining landholder. An adjoining owner is the registered owner of the property that shares a common boundary (i.e. contiguous, directly connected or without interruption). Submitting Permanent Road Closure applications

There are two stages to obtain a Permanent Road Closure approval which include:

  1. Applying for Permanent Road Closure (Referral Agency) through the City of Gold Coast.
  2. Submitting an application to the Department of Natural Resources, Mines and Energy for approval.

We are considered a ‘stakeholder‘ for any road closure applications within the City of Gold Coast area. Our response is necessary to accompany the required subsequent application to the Department of Natural Resources, Mines and Energy.

Submit application to Department of Natural Resources, Mines and Energy for approval

An application is required to be made to the Department of Natural Resources, Mines and Energy, including the Council response as the Referral Agency.

How to apply

Permanent Road Closure (Referral Agency) applications can be submitted using the form available within the forms and applications section below. Application documentation must be submitted as follows:

  • Application for Road Closure (Referral Agency) application form
  • Supporting documents – combined as one single PDF
    • A drawing (minimum A4 size) indicating the general location including your land, area of the road to be closed, lot on plan information, a north point and scales and dimensions.
    • A brief report outlining why the proposed road closure is sought, details of the proposed use of the area and any addition information to support the application.

Please note: There is no Council fee associated with this application.
