

Temporary signs for non-profit organisations
The display of an advertising device within the city may require a licence. An advertising device must have the required approval prior to its exhibition, to ensure compliance and public safety.
The following advertising device licences apply only to non-profit organisations. For more information about advertising device licences applicable to commercial businesses, please refer to the Advertising devices and City street light pole banner pages.
Person/s or organisations/companies applying to be the licence holder must be a legal entity, such as a person, incorporated club, or company. The following are not legal entities: a business name, partnership, trust, non-incorporated clubs. You must provide the full names of all proposed licensees and if address and contact details differ for each licensee, you will need to provide these details as an attachment.
Temporary banner
A licence is required to install a temporary banner at one of the City's banner sites in order to promote a short-term event such as a fete, fair, sporting club sign on day or similar event. To be eligible to apply for a licence, the applicant must be either a registered charity, non-profit organisation or a community group.
Key information:
- No commercial or corporate advertising is to be displayed on the banner.
- No business applications accepted.
- Banners are to be located at approved City of Gold Coast sites only (see below).
- Banners are to be constructed of vinyl, canvas or similar flexible material only.
- A maximum approval period of four weeks for each permit.
- Banner must be placed within five kilometres of the venue of the activity advertised.
- Banners are to be a maximum five metres x one metre in single face area and must advertise the community event/activity only.
- The banner is to be erected by the applicant using rope only to fix to the fences/poles on the allocated site.

Temporary promotional sign
A licence is required to install a temporary promotional sign in the City’s road reserves. This type of advertising device can be used to promote a non-profit or community event and displayed for no longer than 28 days.
There is a maximum of four locations per application/event.
Advertising device/s on state controlled roads require Department of Transport and Main Roads (DTMR) approval. Please contact them to discuss approval requirements.
How to apply
Complete an application for the type of advertising device licence that you wish to apply for either online or download a copy to complete offline, scan and email to the City. Alternatively, you can submit an application at one of our Customer Service Centres.
The following necessary documentation must be submitted with your application:
- type, associated illumination and dimensions of each sign
- image of each sign
- site plan detailing position of sign(s)at location.
No fees are required for an advertising device licence application and applications must be received at least two weeks prior to the banner installation date.
